Marcia Smellie was born in England and immigrated to Canada in 1965. She moved to Waterloo Region in 1982, after completing her teacher training in Toronto. A retired high school teacher with the Waterloo Region District School Board, she currently serves as President of the Congress of Black Women, Waterloo Region (CoBW).
