Nineteen recommendations came out of a third party review into how a Kitchener Catholic elementary school handled a four-year-old Black boy who was reportedly acting violently.

The Waterloo Catholic District School Board last week received a report from the independent investigation ordered by the province following the November incident when police were called to control the boy at John Sweeney Catholic Elementary School.
